Missing Modelica 4.2.0-dev in package index when running installLibraries.mos

The library tests are broken since 9th September, I assume because installLibraries.mos fails:

Prevents me from seeing if #103 is done.

Looks like modelica/ModelicaStandardLibrary@c7d52d4 causes the installation of ModelicaTestOverdetermined to fail and maybe modelica/ModelicaStandardLibrary#4693 is already fixing it.

We now have version 4.2.0-dev, but are missing some kind of alias for version master. Therea are two solutions:

1. Update .CI/installLibraries.mos to use the specific 4.2.0-dev instead of master. But we need to update this all the time.
2. Add an alias to the OMPackageManager so that master will point to 4.2.0-dev.

This PR should fix the install issue. Maybe we need to remove ~/.openmodelica/libaries/ once.
