Frequency analysis

1. Use promiscuous modes of idle 2,4 Ghz and LoRa peers to analyse congestion of network traffic

• Notify peers on being temporarily unavailable (millisecs) (usable also for other things)
• Put messages on hold on send queues (meanwhile)

2. Share information among peers, and vote on a choice
3. Be able to propagate a change of frequency (or other decision) among peers.
4. Be able to look through frequencies and find peers if lost
