Fix false naming collision in registry.Set() for rows with unresolved parent path

When `kbc pull --force` is used, manifest.Load() is called with ignoreErrors=true.
If SetRecords() exits early (e.g. due to a naming collision between two configs that
map to the same directory), config rows of those configs never have PersistRecord()
called, leaving them with parentPathSet=false.

registry.Set() then called naming.Attach() using the partial Path() — just the
relative path like "rows/besc-json-export" — instead of the full resolved path.
Two rows from different configs with the same row name appeared to share the same
path, producing a spurious "Cannot load remote state" naming collision error.

Fix: skip naming.Attach() in registry.Set() when the object's parent path has not
been resolved (IsParentPathSet() == false). Objects in that state are registered by
ensureUniquePath() in the naming generator once their full path is generated.

Fixes PSGO-233.
