I'm creating this PR to show a bit more what I'm thinking of as a possible resolution to #1538. It documents more of the edge case behavior in the SPIR-V environment spec vs. purely referring to the C99 spec.
Assuming this looks good, should we document similar behavior in the OpenCL C spec, also?
Even if this doesn't look good, it includes some editorial improvements we should consider merging to tidy things up.
