Summary
Adds a short Telemetry section to the README documenting the
DO_NOT_TRACK=1opt-out.Lands the user-facing compliance disclosure ahead of the actual Laminar wiring. No code changes; no behavior changes. The plumbing (build-time key inject, runtime gate) lands in a separate PR once the OSS Laminar project + GitHub Actions secret exist.
