We can't learn anything about round trip times when a packet has already been retransmitted because of timing out, since the response could have been triggered by the first or second packet. We already handle this properly in old ames. Note that congestion control in mesa is handled on a per-peer instead of a per-flow basis. This causes our congestion control parameters to back off unnecessarily in scenarios where we are peeking for a non-existent path. It remains to be seen how much this matters in practice.
