How to enable this?
The controller-scalability page explains:

• for GA concurrency (ontap-nas/ontap-san), you set enableConcurrency : true in the torc for the GA features, for ontap-nas and ontap-san. And provides all the commands and examples.

Q: If enabling concurrency is a requirement for the GA features,
--> HOW/ WHERE to enable concurrency for the Tech Preview nas-eco and san-eco features?

Just because concurrency is GA for ontap-nas & ontap-san does not mean it is enabled by default.  The installers still deploy serial Trident so that all backends work out of the box.  Even after all backends are supported by concurrent Trident, we may still wait another release or two before enabling that by default, in order to get maximum soak time and build confidence in the solution. So if you install Trident normally, everything works and operation is serial.  If you enable concurency, all GA and preview drivers will work and other backends are blocked.
