Ignore flagged script

A button that lets moderators change a script in the flagged state to not flagged. The script would become flagged again on the next update. Perhaps there should be a reset button (setting in the number of flags to zero) for admins if we think a script has been flagged for no reason.

With some recent understanding of how this works this might not be the best idea. Zero wouldn't account for the positive ratings but might for user flags. So if reset to zero then the other, say 10 good votes makes flags = -10 for a "reset", good votes would be destroyed in that process. I think it might a good idea to have a list of the users that flagged so we can AuthAs and undo any potential abuse. Usually things are flagged for a reason but if a user disappears then that might be another story... perhaps account expiration if they don't visit within a specified period... bigger deal than just resetting someones flags I think... then they can unflag and the flags count will be off immediately I think. So person A flags, we reset to -10, then person A unflags and then it's at -11. :\

Or at least make it required for the flagger to post a reason, along with their user name, and give the author an opportunity to verify/correct the issue, if in fact there is an issue.

And lead to a flame war perhaps... I don't think so... a reason field has already been mentioned somewhere (and issued at #642) and I think that might be sufficient and beneficial for everyone. As I posted on OUJS there is always the possibility someone couldn't get your script to work... I still don't know for sure and a reason could have allowed me to make an informed decision... elevated privileges of course would know who for examination.

With some even more understanding twiddling directly with the database in this area we'll have to .remove the associated Flags as well otherwise things get really murky in calculating the rating... and to prevent orphaning of those Flags... still seems a bit overcomplicated UI logic wise.
