Description of the problem being solved:
On the thinnest resolution, users cannot use the Loadouts dropdown. Thanks to #9292, we can switch ascendancies and bloodlines directly and really don't need the dropdowns on the top bar anymore, so I'm removing them to allow Loadouts to show. I also made an adjustment to the bottom bar in the treeTab to line some things up because I couldn't stand it.
