Make SolidOS run with CSS.

At the moment there are several error involved. Some were related here michielbdejong/devlog#1

• versionInfo.ts is not building correctly solid-ui#571
• versionInfo.ts is not building correctly solid-panes#403
• versionInfo.ts is not building correctly mashlib#202
• Local development does not work css-mashlib#15
