Removed setup.cfg since it has been moved to pyproject.toml

Two suggestions for python-pillow#6966

• In what I imagine is a conflict resolution error, setup.cfg has been restored after Move config from setup.cfg to pyproject.toml python-pillow/Pillow#7484 removed it
• Simplified editorconfig by combining the toml and yml settings

I see that the Windows jobs are failing here, but I suspect it's just a caching problem, as the same commit passes at https://github.com/radarhere/Pillow/actions/runs/6712261630

And yeah, probably a caching problem:

fatal error C1047: The object or library file 'D:\a\Pillow\Pillow\winbuild\build\lib\lcms2_static.lib' was created by a different version of the compiler than other objects like 'build\temp.win-amd64-cpython-312\Release\src_imagingcms.obj'; rebuild all objects and libraries with the same compiler
