Build b13 of the BeeWare support package for Python 3.13.

Includes:

  • a reorganisation of the standard library from the upstream CPython repository that avoids duplicated content
  • a platform-specific library directories for each architecture in each XCframework slice
  • a symlinked libpython3.13.dylib
  • a new folder folder that contains a prototype plist for dynamic libraries, and a script that can be used by an Xcode project for library post-processing.
