This change mainly updates the license in .cli and .build package to MIT to make it compatible with OSS.
Customer Impact
Makes .CLI and .Build packages that are inserted into dotnet/sdk licensed under MIT, which is a OSS compatible license.

The change only contains routine updates to vs-code coverage that we do every day, and the change of license files.
