`:dotenv` not updated during watch

Description

Tried to test some scripts functionality that uses Taskfile's loaded .env, but whenever i changed values in .env env vars wasn't available in scripts

@butuzov I think you need to define your dotenv files on the task, and not at the "global" level of the taskfile. They should be reloaded as you expect. Global dotenv files will not be reloaded.
