…est-webdav image Implement WebDAV version tagging in the same pattern as test-fts/test-xrootd by adding optional package pinning args to the WebDAV Dockerfile and a new manual GitHub Actions workflow that builds `rucio/test-webdav:webdav-apache-<version>-ubuntu24.04` only if the tag does not already exist.
