This PR adds a toggle to control whether the Helm Chart should be published and signed.
This is especially useful when PRs are raised by external contributors, where we just want to ensure that the Helm Chart can be packaged, but don't want to publish and sign it (because forks don't (and shouldn't) have access to credentials).
