Enable changing project owner

Can't set the project owner id. This is problematic because it means content can't be migrated easily.

@bcantoni As per your last comment on 1 Dec 2020 for the duplicate #269 "this is still on the backlog for the REST API to add the capability, then TSC could be updated to expose it. Internal issue 1198685; no ETA yet for when this might happen."
It's been almost two years without that basic feature. Do you have updates on this topic?

Thanks @cristian-cevasco for pinging on this one. I've checked our internal story and it's still "on the backlog" without any specific date for implementing it. I'll remind that team that there's still a lot of demand for this capability.

I reminded that team today that this is still an active request - it doesn't seem to have made it onto their planned work yet.
