Filter list selections do not export/import using Back up / Restore from file

I tried to reproduce the issue when...

• uBO is the only extension.
• uBO uses default lists and settings.
• using a new, unmodified browser profile.

Description

In uBlock origin 167.0, using the "Back up to file" or the "Restore from file" on the Settings tab (I'm unsure which) does not work correctly for the Filter lists. When using "Restore from file" on a new browser from scratch, the Filter list selections did not import. (Custom filter lists did import, but they were not selected as they were from the source of the backup.)

Steps to Reproduce

1. Go to the Filter lists and select various filters, I suggest several different "Region" filters (EasyList Germany, EasyList Spanish, etc.)
2. Use the "Back up to file" function on the "Settings" tab.
3. Install a portable browser (I suggest Firefox.)
4. Install uBlock.
5. Use the "Restore from file" function on the "Settings" tab.
6. Observe the Filter List selections, they do not change from the default.

Expected behavior

Filter list selections should import (according to https://github.com/gorhill/uBlock/wiki/Dashboard:-Settings).

Actual behavior

Filter list selections do not change from the default.

I have not tried portable browser, but in regular FF there are no issues.

I tested with a new browser profile via about:profiles. I even later set it to permanent private mode to see if that has any bearing on the issue, but there was no change there. All worked as expected.

Open the backup in a file editor to see if the additional lists are mentioned there.

I am guessing portable is not able to save uBO's (or any extension) settings anyways, regardless of import/export?

I've tried on: Firefox regular, Firefox portable (from PortableApps), R3dfox regular, R3dfox portable and I'm unable to reproduce the issue OP reported. Also no problems with saving uBO settings on portable Firefox / R3dfox either.

Besides, there exist two semi-related / similar issues (but not perfectly same):

• Restoring settings from backup doesn't update filter lists #2204
• filter lists getting unselected #2136
