UTF-8 symbols are corrupted by plugin upload

Just made some changes to this pathway (first in the gpml directly):

since there were some symbols not recognised. After my changed (up to version 98134) all symbols were correct on WPs. When I downloaded the PW through the plugin to perform some other curation stuff, and then uploaded it again, the symbols were corrupted....

Why does this keep happening :(?

After checking with Egon - we need to change code in the client api to fix this issue.
Encoding cannot be specified in the JNLP because it is not a trusted property (https://stackoverflow.com/questions/3213942/java-webstart-character-encoding-issues)
